About us
Founded in 1994, Eurasian Institute of International Relations (EIMO) is experienced think-tank of Central Asia, that participates at variety of international scientific projects by providing analytical reports, scientific expertise on different levels and research activities almost in every area of science.
With a strong research capacity and an extensive network of partner institutes throughout the world, EIMO has amply demonstrated its ability to conduct research activities, engage regional scientific community, disseminate the outcomes and assist a science policy development in the region.
Our staff has participated in number of projects and programs that were dealing with development of renewable resources of energy, hydropower and water problems in Central Asia, such as:
Renewable Energy Development Program that carried out between 2010 and 2012 in Kyrgyzstan. The main goal was to promote renewable energy development and prepare a comprehensive list of climate change adaptation measures in energy sector, to supporting national institutions in developing GHG emissions projections and Nationally Appropriate Mitigation Actions (NAMAs) designed to achieve GHG targets.
Cleaner Production and Energy Efficiency Project financed by UNDP in 2008-2009. Our staff provided analysis of development and implementation of cleaner production and energy efficiency measures.
World Bank project — Clean Energy Development Program, that conducted in Kyrgyzstan in 2008. Our team was responsible for providing on-the-job training to staff associated with one existing renewable energy project—this involved the entire CDM project registration cycle.
During the NAMA project in 2007 — Integrated Approach for the Development of Climate-Friendly Economies in Central Asia, staff of EIMO support developing a comprehensive policy framework for mitigating climate change and assist to re-orient economic development in a low-carbon climate friendly way by reviewing national energy strategies, programs and action plans, and proving a list of recommendations and planning national activities in these areas with relevant government organizations.
In 2002, the staff of the Institute has been involved in implementation of information technology project, funded by the «Eurasia» Foundation on the theme: «Improving public information service system of Kyrgyzstan». Employees were actively involved in the creation of a local computer network of the National Library of the Kyrgyz Republic, the automation of the processes of cataloging and maintenance of readers.
EIMO has experience in participating in the largest EU research programmes, as 7th Framework Programme and Horizon 2020. Within 7th Framework Programme EIMO participated in number of successful projects such as:
- PICTURE — together with 17 partners of the member states of the European Union and Central Asia, EIMO successfully completed the PICTURE project in the field of ICT. The project lasted from December 2011 to May 2014 (in total: 30 months);
- IncoNet CA — EIMO worked on STI International Cooperation Network for Central Asian Countries project (IncoNet CA). Within IncoNet CA project EIMO supported the advancement of the bi-regional STI (Science, Technology, and Innovation) policy dialogue between the EU Member States/Associated Countries and Central Asia, with an explicit focus on the Societal Challenges that have been identified to be of mutual interest for the two regions, namely: Climate Change, Energy and Health.
Within IncoNet CA, EIMO was initiator and organizer of Policy Stakeholders Conference on «EU-CA STI cooperation in addressing Climate Change” in Bishkek, Kyrgyzstan, 23-24 September 2014. Among over 150 participants of the conference were government officials, scientists, researchers from countries of Central Asia and European Union (over 20 countries), as well as representatives of international organizations. This Stakeholders Conference was organized in cooperation with the Parliament of the Kyrgyz Republic and Office of the President of the Kyrgyz Republic.
EIMO has been providing annual Country Reports on the state of science in Kyrgyzstan for 3 years, collecting information from different Ministries, state agencies, research institutes, universities and other organizations and combining them in one report.
In addition, EIMO with support of IncoNet CA project could organize meetings for Expert team of the Science and Technology Policy Mix Peer Review Exercise in Kyrgyzstan, 30 March – 3 April 2015. Expert team had interviews with the Vice Prime Minister of the KR, Vice Speaker of the Parliament of the KR, Head of the Department for Social Policy of the Office of the President of the Kyrgyz Republic, Ministers and State Secretaries of Ministries of the KR, Members of the Parliament of the KR, Vice presidents of the National Academy of Sciences of the KR, heads of state and international organisations, directors of research institutes, rectors of universities, representatives of business community and NGOs. In total more than 40 meetings were held. The outcome of the Policy Mix Peer Review Exercise was the analysis of the science system in Kyrgyzstan and recommendations of experts in reforming the national system, that became one of the fundamental documents for new scientific and educational system.
Currently, EIMO is working on another H2020 project – Trend in Global Governance and Europe’s Role – TRIGGER. The ultimate objectives of TRIGGER are to provide EU institutions with knowledge and tools to enhance their actorness, effectiveness and influence in global governance; and to develop new ways to harness the potential of public engagement and participatory foresight in complex governance decisions, thereby also tackling emerging trends such as nationalism, regionalism and protectionism. The TRIGGER consortium is composed of 14 partners, including four non-EU countries.
EIMO cooperates with all leading universities and scientific institutes of Kyrgyzstan. With support of EIMO many professors of universities, scientists and researchers in almost all fields of science and education, in particular health care, climate change, environment, ICT had a chance to participate in international seminars and conferences (more than 60 people).
EIMO also established a network with research institutes in other countries of Central Asia and the EU, China and Japan.
Since 2015 EIMO together with a major international fund “One Asia Foundation” (Japan) started to implement the “One Asia Convention”. The Foundation provides financial support to a lot of universities around the world, primarily in Asia. Lecture courses related to the development of the Asian community were created, inviting each year professors and scholars who share the vision of further development of the Asian community. The Convention held in Japan, South Korea, Indonesia, Kyrgyzstan and China.
EIMO actively cooperates with the Shinzhan University of Pedagogy (Xinjiang, China). In 2014 implemented a project in the field of cultural heritage preservation.
In October 2016, EIMO together with the Climate-KIC organizes Climathon in Bishkek with the theme of «Air Pollution and its impact on public health.»
